NERSA Registration for Embedded Generation — A Step-by-Step Guide

The 2023 amendment to Schedule 2 of the Electricity Regulation Act removed the licensing threshold for embedded generation entirely. Projects of any size can now be built and operated without a NERSA generation licence — but they still need to be registered with NERSA. Registration is not optional, and the process is regularly misunderstood by both developers and end users. This guide walks through what a registration actually involves, what NERSA reviews, and how long realistic timelines look in 2026.

Registration vs Licensing — the Key Difference

A licence is a formal authorisation to generate electricity, with public participation, hearings and typically a 12–18 month process. A registration is an administrative confirmation that a facility exists and meets grid-code and technical requirements. Under the current Schedule 2, all generation facilities that connect to the grid — regardless of whether they wheel, sell to a third party, or self-consume — must be registered. Only pure off-grid systems with no grid connection are exempt.

Step 1 — Confirm Your Grid Connection Path

Before NERSA is even relevant, the project needs a grid connection agreement with Eskom or the relevant municipality. This is the single longest-lead item in most embedded generation projects and should be initiated as early as the feasibility stage. A cost estimate letter (CEL) or budget quote from the network operator is a prerequisite for registration.

Step 2 — Complete the Technical Design Package

NERSA registration requires a completed technical design, signed off by a professional engineer registered with ECSA. This includes the single-line diagram, protection philosophy, grid-code compliance study (NRS 097-2 for LV, NRS 048 / SANS Grid Code for MV/HV), and either a factory acceptance test report or manufacturer certification for the inverters.

Step 3 — Submit the NERSA Registration Application

The application is submitted through NERSA's online portal and includes the technical package above, proof of the grid connection agreement, environmental authorisations where applicable, land-use rights, company information and confirmation of the offtake arrangement. Registration fees are modest but scale with installed capacity.

Step 4 — NERSA Review

NERSA's stated turnaround for registrations is 60 working days from a complete submission. In practice, most projects experience one or two rounds of clarification, so budgeting three to four months from submission to registration certificate is realistic. Incomplete applications are the biggest single source of delay — a well-prepared submission goes through significantly faster.

Step 5 — Commissioning and Grid Compliance Testing

Once registered, the plant is commissioned and grid-compliance tested with the network operator. This typically involves witnessed inverter testing, protection verification, and — for larger systems — a formal grid code compliance certificate. Only after this can the plant legally export or wheel energy.

Common Pitfalls

  • Assuming Schedule 2 removed all NERSA requirements — it removed licensing, not registration.
  • Starting NERSA registration before the grid connection agreement is signed.
  • Missing NRS 097-2 or grid code compliance documentation.
  • Failing to register a change in offtaker or capacity — NERSA registrations must be updated when material project parameters change.
